VEPCO to Pay
$600,000 Penalty To Settle Alleged SPCC Violations
Virginia Electric
and Power Co. (VEPCO) has reached a settlement with the U .S.
Environmental Protection Agency (EP A) concerning alleged
violations of oil spill prevention and emergency preparedness
regulations at the company's Possum Point Power Station in
Dumfries, Va. The Dec. 14 settlement, which was filed in U .S.
district court in Alexandria, Va., requires VEPCO to pay a
$600,000
penalty, one of the largest civil penalties for such
violations at a single facility, according to EPA Region 3
spokeswoman Bonnie Smith. VEPCO is the legal name for Dominion
Power of Richmond, Va.

Maryland Prison for Alleged SPCC Violations
The U.S.
Environmental Protection Agency (EPA) is seeking
$31,180
in penalties from the Maryland Department of Public
Safety and Correctional Services (MDPSCS) for violations of the
Clean Water Act...The agency also has proposed
penalties
of $145,500 for alleged hazardous waste violations. A
mid-December 2000 inspection by EPA and the Maryland Department
of the Environment revealed that the facility had failed to
prepare a spill prevention, control and countermeasure (SPCC)
plan for one 1,000-gallon aboveground storage tank (AST) and
three 500-gallon ASTs holding diesel and six 30,000-gallon
underground storage tanks holding heating oil, in violation of
federal SPCC regulations (40 CFR Part 112.3(b)).

SUMMARY: EPA has entered
into a consent agreement with WorldCom, Inc to resolve
violations of the Clean Water Act ("CWA"), and its
implementing regulations. WorldCom failed to prepare Spill
Prevention Control and Countermeasure ("SPCC") plans
for seventy-five facilities where they stored diesel oil in
aboveground tanks. Additionally: The EPA proposed a
settlement
penalty of $143,520
total, which Worldcom has agreed to pay.
