SPCC Plans

Did you know that the U.S. Environmental Protection Agency may require that you post and implement a written Spill Prenvention Control & Counter Measures (SPCC) Plan. Failure to comply with these regulations will subject you to extensive fines from the EPA.

General SPCC Info

• Must be kept onsite.
• Be certified by a Registered (PE) Professional Engineer.
• Have full management approval.
• Conform with all SPCC requirements in 40 CFR part 112.
• Discuss spill history.
• Discuss spill prediction (i.e., direction of flow).
• Be reviewed every five years by management.
• Be amended when you change the facility and recertified by a PE.
• Include a spill kit onsite.

Detailed SPCC Info

• An SPCC Plan is required when the property has any number of smaller aboveground tanks totaling 1320+ gallons capacity. Ref: 40CFR112.1(d)(2)(ii)  * 55 gallon drums do count towards total

• The federal EPA requires some tank owners to post and implement a written Spill Prevention Control and Countermeasure Plan (an SPCC Plan). Ref. 40FR112.3(a).

• The purpose of SPCC Plans is to minimize the potential for costly oil and gasoline discharges to the environment. Ref: 40CFR112.3(a).

• Each SPCC Plan needs to be written in the specific sequence outlined in 40CFR112.7 (first paragraph).

• Since before 1985, SPCC Plans have been required by the EPA within six months after newly-installed petroleum storage tanks become operational. Ref: 40CFR112.3(b)

• A registered Professional Engineer, familiar with the requirements of 40CFR112, must examine the tank installations, review the SPCC Plans, and certify with his PE stamp and signature that the SPCC Plans have been pre pared in accordance with good engineering practice. Ref: 40CFR112.3(d).

• SPCC Plans must be updated upon each addition or modification affecting petroleum storage tanks (at least every 5 yrs) and amended as required...and certified by a PE.Ref: 40CFR112.5(a)+(b).
